However, it's not the exciting job she thought it was when she ends up doing a lot of menial, yet difficult tasks. Mii and Mikoto are next tasked to find a little girl's bag, which Mikoto assumes is related to the graviton bomb case. They eventually find the dog which had taken the bag, and Mikoto successfully retrieves it. After evacuating the mall, with only Kazari, Mikoto, Tōma and the young girl left in the store, the bomb goes off. Mikoto fumbles her railgun trying to stop it, but everyone is saved by Tōma's powers. Mikoto manages to find and beat the culprit, a boy who wanted to punish Judgment for not protecting him from bullies, believing people with power like her and Judgment are corrupt. Mikoto brings up the Level Upper urban legend Ruiko had mentioned, and Kuroko points out this is not the first time a user's power and the user's level have been vastly different. After discovering where they can get information on the Level Upper, Mikoto goes to a restaurant and pretends to be an interested customer to a group of teenagers who may have information about Level Upper. Mikoto eventually gives up the act when they won't tell her what she wants and soon faces their leader, a girl with the ability to manipulate asphalt. Mikoto wins the fight, but damages a nearby generator causing a city-wide blackout. Mikoto later catches up with Ruiko, noticing she's a bit down, and gives her some advice that levels aren't that important, though this secretly irritates Ruiko. The next day, Ruiko stumbles upon someone being conned by three thugs over Level Upper and can't bring herself to just run away, so she confronts them. Kuruko coincidentally arrives before Ruiko gets hurt and subdues two of the thugs, but has trouble using her teleportation powers against their boss, due to his ability to distort light affecting her teleportation. He chases Kuroko throughout an abandoned building, but is defeated when Kuroko teleports the windows to cut through the building's supports, bringing the place down. Having barely just survived, the thug surrenders his Level Upper to Kuroko. Ruiko feels even more conflicted about what to do with the Level Upper, but an encounter with some of her friends leads her to tell them that she has it.

Ruiko uses the Level Upper on herself and her friends and is happy to have an ability. Meanwhile, Kuroko takes care of more Level Upper offenders and gains more injuries in the process, keeping them a secret from Mikoto. Remembering when they ate shaved ice, Mikoto and Kuroko come to the conclusion that the Level Upper is using synesthesia to manipulate brainwaves. Kazari soon hears from Ruiko that her friends have fallen unconscious due to the Level Upper, and later finds her unconscious too. After admitting Ruiko to the hospital, Mikoto feels responsible for hurting her feelings with her advice and wants to help. They later learn from a frog-faced doctor (Heaven Canceler) that the Level Upper victims seem to share a brainwave pattern with someone. With the help of Mii, they theorize that Level Upper actually connects ability users like a network and learns the culprit is, to their surprise, Harumi. Kazari, who had visited Harumi earlier and discovered her notes on synesthesia, is taken hostage by her. Noticing Kuroko's injuries, Mikoto decides to rescue Kazari and stop Kiyama by herself.

Mikoto arrives and battles Harumi who blocks her every attack until she lets her guard down, during which Mikoto gets close to her and shocks her. In the process, Mikoto experiences flashes of Harumi’s memories. In the past, Harumi was assigned by her boss, Gensei Kihara, to be a teacher to a group of Child Errors to prepare them for an experiment, growing fond of them in the process. However, the experiments went horribly wrong and the children ended up in comas, with Kihara deciding to cover it up. Realizing what has happen, Harumi explains the creature, called AIM Burst, is the result of the 10,000 Level Upper user's AIM fields and their negative thoughts. With the help of Anti-Skill members Aiho Yomikawa and Tsuzuri Tessō, Kazari manages to upload the cure Harumi gave her, a song file, which is played all over the city, calming the Level Upper users and weakening AIM Burst. Despite losing it's regenerative ability, AIM Burst is still able to use the Level Upper user's powers and emits their negative thoughts to Mikoto and Harumi. Mikoto battles AIM Burst again and apologizes to the users for not understanding their feelings and tells them not to give up on their dreams before shooting a railgun to destroy the creature's core. As sunset arrives, a mysterious woman and her team inspect the damages at the power plant while Harumi is arrested by the Anti-skills, still hoping to find a way to cure her students. Kazari later meets up with Ruiko, who has recovered from her coma and lost her powers, apologizing for forgetting what was truly important.

Both of them do an illegal background check on Erii where they learn that despite being a Level 2 Telepath, she can exhibit Level 4 powers under certain catalysts. Due to the incident at the festival, Kazari decides to take Erii to a park to cheer her up where Erii reveals she is looking for her childhood friend. However, Erii goes into a trance again right before a violent Poltergeist attack occurs at the park. The girls go to the hospital where Kazari becomes angry at Kuroko for suspecting Erii. Telestina meets the girls and decides to do some tests on Erii at the MAR's headquarters to prove her innocence. Despite the tests confirming Erii's innocence, Kuroko remains skeptical. However this theory divides Kazari and Kuroko even more as the former thinks the latter is now blaming them instead. The next day, Mikoto learns that Harumi had been released from custody and later learns that if the Poltergeist situation isn't resolved, it could potentially destroy Academy City. Mikoto later goes to investigate one of Gensei's old facilities and encounters Harumi herself, who brings her to a hospital where all of her comatose students are under the care of Heaven Canceller. He explains that Gensei theorized that an esper can become a Level 6 by taking Ability Crystals made from the essence of comatose espers who lost control of their AIM fields. He gathered the Child Errors and bailed Harumi to try and find a cure, but without the 'First Sample', the first test subject of Gensei's Ability Crystal program, their attempts at waking the students caused Poltergeist incidents. Suddenly, Telestina and the MAR who followed Mikoto's movements to the location of Harumi and her students arrives, demanding that Harumi gives up the children to their custody. Forced to choose, Mikoto takes Telestina's side since she believes the children might have a chance with her, prompting the heartbroken Harumi to comply.

Realizing she was tricked, Mikoto confronts an battle-suited Telestina at MAR HQ, but is outmatched when Telestina uses Capacity Down on her, revealing she intends to finish Gensei's work. As Telestina and her men leave with Erii and the children, Mikoto is rescued by Mitsuko. OVA "Since Misaka-san is the Centre of Attention Right Now..."
"Misaka-san wa Ima Chūmoku no Mato desukara" (御坂さんはいま注目の的ですから) October 29, 2010[4]
After the events of the Level Upper incident, Mikoto one day starts to feel an eerie feeling that someone is stalking her. As Mikoto continues to feel this discomforting sensation everywhere, she becomes very paranoid. Looking into a related rumor, the others learn other students have also been experiencing the same thing. While Ruiko and Mii takes Mikoto to a bath, where Ruiko gives her encouragement, Kuroko and Kazari interview Mitsuko, Maaya and Kinoha, whose senior is also one of the victims. Thanks to Ruiko's advice and Kuroko's research, Mikoto learns the culprit behind the sensations, an Anti-Skill officer and former Nagatenjouki teacher, Asako Jonan. Having been fired, supposedly due to not being able to produce any Level 5 espers, Asako blamed Tokiwadai and used a device to produce special electromagnetic waves which causes discomfort in electromasters. Asako tries to escape but, thanks to Ruiko's assistance, she is quickly captured by Mikoto and the Anti-skills. As Mikoto rewards her friends for their help, Kazari unintentionally reveals Kuroko was also stalking Mikoto during that time, which an angry Mikoto punishes Kuroko.
